Do you need to do anything before applying for a Trade License?

Prior to applying for a Trade License, it is recommended that you refer to the requirements of the CMC with respect to your specific trade/ business and ensure that each requirement has been fulfilled. At the time of processing your application, the Departments/ Division of Public Health, Fire Service and City Planning will check compliance of your trade/ trade premises with the mandated requirements. Non-compliance with these may result in rejection of your application and the consequent service of a closure order for your trade. In order to assist you in complying, details of the requirements of each Department are provided in this section.

How do you get to know what requirements apply to your trade?

In order to define specific requirements for each trade, the Fire Services and the Public Health Departments have categorized the trades into various groups. The requirements have been defined by these Departments for each group/ category of trades.The categorization of trades by each of the Departments is provided below, followed by guidelines on how to identify the specific requirements for your trade.

Categorization by the Fire Services Department

For the purpose of inspections, the Fire Services Department has categorized the trades requiring a Trade License to the following categories, based on the fire hazard posed by the trade


Light Hazard
Any trade in which the manufacturing activities or goods/materials stored are such that the probability of a fire is low and only fires of a small size may be expected

Ordinary Hazard
Any trade in which the manufacturing activities or goods/materials stored such that the probability of a fire is moderate and fires of a medium size may be expected.

High Hazard
Any trade in which the manufacturing activities or goods/materials stored are of a nature such as to increase a fire probability, cause rapid burning, produce poisonous fumes or explosions in case of fire.

The categorization of trades into these groups has been provided in Table 1.

Categorization by the Public Health Department


Dangerous
Any trade that generates extreme heat, pressure, fire or explosion or produces uncontrolled toxic/flammable mists, fumes, dusts or gases or causes sufficient corrosion or physical deterioration to damage the structural integrity of the premises.

Offensive
An offensive trade is any trade which produces odious or unpleasant product, material or substance, or causes public nuisance.

Dangerous and Offensive
Any trade which is both dangerous and offensive.

Food Related
Any trade dealing with manufacture, storage, sale etc of food products and drinks.

Other
Any trade not classified in the above categories e.g. Lodging Houses, Barber shops/salons.

The categorization of trades into these groups has been provided in Table 1

Requirements of the City Planning Division

While the City Planning Division has not categorized trades into different groups, it has divided the City of Colombo into various zones and the trades allowed in each zone have been defined.  Additionally, a set of trades which require a machinery permit and a noise level report in addition to the other requirements has been defined.

In Table 1, for each trade, the zones in which it may operate as well as the requirement for machinery permit and noise level report has been defined.

How to identify requirements for your trade

In order to assist you in identifying the specific requirements for your trade, Table 1 defines the following

  1. The trades which require a trade license (Column 2)
  2. The category to which each trade belongs with respect to the requirements of the Fire Services Department (Column 3). The requirements of the Fire Services Department with respect to each category are listed on in this section.
  3. The category to which each trade belongs with respect to the requirements of the Public Health Department (Column 4)
  4. The zones in which each trade is allowed to operate as per the City of Colombo Development Plan (Column 5).
  5. The trades which require a machinery permit and a noise level report (marked with a Y) (Column 6). The requirements of the City Planning Division with respect to each category are listed in this section.

Once you have located your trade from Column 2, you can identify the requirements of the three Departments with respect to your trade, the zones in which you can operate and whether you are required to obtain a machinery permit and a noise level report from Table 1.

It is recommended that you make a thorough study of all requirements listed for your trade and ensure compliance with the same prior to applying for a Trade license.

This document attempts to detail all information required by you for successfully applying for a Trade license. However, in case you find that you have queries or need clarifications, a list of key contact persons has been provided in the next section for your convenience.

What are the requirements of the Fire Services Department?

The inspection by the Fire Services Department is primarily concerned with the fire readiness of your premises. This relates to the structure of the building and fire prevention systems in place.

The requirements for each category of trade are provided in the Table 3. Definitions of key terms used in the table are provided in Table 2 below.

04. Hose Reel A metal reel permanently connected to the water supply on which is wound rubber tubing having a diameter of 19 mm or 25 mm with a length of 30m.
05. Wet Riser System A water main permanently charged with water installed in the building or within the site of the building to provide a water supply for branch mains to hydrants on various stories.
06. Fire Suppression System Fire fighting system like sprinklers, Wet and dry chemical agents, gaseous agents for controlling fires
07. Fire Fighting Shaft A fire fighting shaft provides a quick, safe and protected access route for fire fighters when fighting fires and may also serve as a means of escape for the occupants of the building. The fire fighting shaft consists of a protected enclosure containing a fire fighting stairway and a fire fighting lift.
08. Protected Stairway A staircase which has its walls, ceilings and floors constructed of non-combustible materials and having the required fire resistance. The doors to such staircases should have a minimum half hour fire resistance, shall be self closing, and should open in the direction of escape.
09. Occupancy Load The occupant load of a building or part thereof means the total number of persons that may occupy such building or part thereof at any one time.

What are the requirements of the Public Health Department for Dangerous Dangerous and Offensive Trades?

The inspection by the Public Health Department is primarily concerned with the cleanliness and sanitation of your trade building and premises. The requirements for trades classified as Dangerous and Dangerous and Offensive are provided in Table 4 below.

Any offensive material refuse, residue or other substance (whether solid or liquid) which may be injurious to health or from which noxious or offensive vapours or gases may escape, to be placed in closed receptacles or to be otherwise dealt with to prevent injury to health and escape of those vapours or gases into the atmosphere
16. The premises and all drains, fittings, apparatus, machinery, utensils, vehicles, tools and appliances used in connection with the trade to be maintained in a clean condition and good repair
17. Premises should be clean and free from animals and insects such as mosquitoes, flies, cockroaches, ants, dogs, cats and rats
18. Offensive liquid or matter should not flow into or upon a road, private way, footway, channel or water course

What are the requirements of the Public Health Department for Offensive Trades?

The inspection by the Public Health Department is primarily concerned with the cleanliness and sanitation of your trade building and premises. The requirements for trades classified as Offensive are provided in Table 5 below.

What are the requirements of the Public Health Department for Trades?

The inspection by the Public Health Department is primarily concerned with the cleanliness and sanitation of your trade building and premises. The requirements for trades classified as ‘Food Related’ are provided in Table 6 below.

What are the requirements of the City Planning Division?

The inspection by the City Planning Division is primarily concerned with the city zoning requirements and the structural integrity of your trade building and premises. The requirements of the City Planning division are provided in Table 8 below.

02. Approved Building plan An approved building plan must be available for your trade building. In case any structural changes have been made post obtaining the building plan approval, a new building approval application should be submitted along with an undertaking to obtain the approval prior to the next renewal of Trade License
03. Certificate of Conformity The Division checks if a valid Certificate of Conformity has been obtained for your trade premises/ building. In absence of a CoC, an undertaking would need to be provided that the CoC would be obtained prior to the next renewal of trade license
04. Certificate of Change of Use In case the existing usage of the trade premises/ building is different from the usage for which the CoC has been obtained, a Certificate of Change of Use must be obtained e.g. this should be obtained in cases where a residential premises is being used for commercial premises such as running a guest house or where the nature trade activity has changed
05. Machinery Permit Trades which require a machinery permit (defined in Table 1) should have a valid permit at the time of inspection
06. Noise Level Report Trades which require a noise level report (same as the trades which require a machinery permit as defined in Table 1) should have a report to substantiate that noise levels are within prescribed limits
07. Rear Space Check for adequacy of space at the rear of the trade premises
08. Light and ventilation requirement Check for adequacy of light and ventilation within the premises and the need for artificial light and ventilation
